Did the Razr come with your sim already in it? If you bought it from someone else and put your chip in it there may be a problem, it sounds like the phone itself has been blocked as it may have been reported stolen or something (phones can be blocked by the IMEI number now). If its your phone that you got at the shop, then it does sound like a problem with the actual phone - a strange one at that, but if you take it back to the shop where you got it from they should be able to help you.
