How Do I Get Privileges Where I Can Add And Remove Hardware?

I have a Windows NT computer and I’ve been logging in as administrator, but it says I don’t have enough privileges to add and remove hardware. Very frustrating. Any help is appreciated.

    Insert the Windows NT Setup CD and restart the computer.
    Be sure to have CDROM as first boot device in BIOS.
    Boot from CD and start the Windows Setup witzard.(Blue screen)
    When setup search for previous installation and promp you, select:
    R = Repair windows.
    Let the setup completed and try the hardware installation again.
    Do not forget windows updates.
