More than likely your mouse is not tracking properly, because it’s on a glossy or uneven surface or you need to refresh or update your drivers.
I’d say with 99% confidence that your PC is not being hacked. Hackers, won’t resort to using your mouse Though you might have a nosy friend, spouse or IT person who’s VNC’d (Remote Control) into your PC. But that is NOT hacking…

If you have one of those mouses with a roller ball, get rid of it. Get a Logitech, G5 laser mouse. You won’t regret it.
Try running your virus protector in Windows ’safe mode’. When you restart your computer, repetitively press ESC or F8 and select ‘Safe Mode’ from the menu. Running virus protectors in safe mode sometimes picks up viruses that it can’t in Windows normal mode.
