How Can I Install Additional Programs On Gentoo Linux Apart From Emerge?

For example while surfing, i download some, i have formats like RPM and tar.bz2, is there any way to install it on kde without switching onto command mode? And without switching to root as in root we cant launch kde.

    If you are new to linux perhaps gentoo is not the best distro to start with. Maybe Freespire with its CNR would be better just out the gate. or a ubuntu based distro.
    Package managment is one of the most daunting tasks in linux and freespire makes it a snap for mainstreem apps.
