Where can you buy a playstation 2 or 3 console that has the mod chip installed?

I have recently bought a 40gb ps3 and i was wondering if there is a chip/mod out that can help you play pirated games. Please help.

my parents said they might get me a mod chip for christmas and I want to learn how to use these mod chips before i actually get one.

What exactly is the purpose of a mod chip, what exactly does it do?
