You have been infected with a rogue that will not just go away -
1/ Turn off System restore
2/ Restart in safe mode with networking
3/ Download Malwarebytes and Spybot (Type them into your Google search engine and it will give you the results)
4/ Update both programs prior to using them
5/ Run full scans and delete any infections you find
6/ When completed restart in normal mode and you should be OK
Some people prefer SUPERantispyware to Spybot but I use what works for me - Also install AVG as a “running” anti virus and update it every week

To get into Safe Mode with Networking:
1. Log out and reboot your machine.
2. When the machine starts the reboot sequence, press the F8 key repeatedly.
3. Select Safe Mode or i Recommend use Safe Mode with Networking from the resulting menu.
4. When the login screen comes up, log in as Administrator. By default, Administrator has no password.
