Basically I want to do that thing either with your computer or phone (phone would be better) where you can set it to call a number automatically at a certain time— im in the UK on vodafone. Does anyone have any idea about this— I think you can do it in America but not sure about here??

or you could use a Linux computer installed with Asterisk SIP server software,. and configure that software to dialout using the standard UNIX CRON or AT utilities.
Depends how far you want to go, what you purpose is.
- dial regularly at a time
- do call when something happens
- do a call back (you call a Number and it calls back)
.. many cheap telephone calling services work like that..
so you could just call one. drop the call, and it will appear to call you back.
