i didnt get it but i will try to help u if u r talking about users in linux. you can create another user in linux and think u know the commands. >> useradd ****
if you need to use root options as a suberuser and u forgot the password or you have a problem in root then you may want to tell us what do you mean by root is not working

If you mean the root user, you can simply delete the root home directory’s contents. So the user settings will be reseted. Back-up before doing that.
If you mean the root file system “/”, You may be able to do what you said easily, depending on your distribution. Refer to specific distribution documentation.
