    u700 is one of the simplest fone to unlock ! i think the shop u took it to do not know how to unlock fones ! try taking it to another shop ! they will charge u only £10 or £15 Max

    locked phones are sold at a discount price, they expect to make their money from you staying with them
    you can get Vodaphone to unlock but they charge abot $50 or $80 todo it
    try some small privately run phone shops, some of them can do the unlocking for a lot less (fair enough to charge smething, it takes them time to do it)
    I know one place but its in Australia
